Shortly before the scheduled departure time the flight incurred a mechanical delay. The dog remained in the cargo hold during the delay and was discovered deceased upon removal from the cargo hold at the origin station by the ramp service provider. Cause of Incident: Shipper declined necropsy. Cause of death is unconfirmed. Corrective Action Taken: Reviewing Standard Operating Procedures for animal handling during ground delay of aircraft.
